A simple-minded gardener called the chance has spent his whole life in Washington D. C. House of an old man. Now called Chauncey Gardner, chance becomes a friend and confidant Ben, and an unlikely political insider.

Charles Dreyfus escapes from the mental asylum and tries to kill the Inspector Principal Jacques Clouseau. He is not successful in the beginning, so he undertakes another strategy, being able to build the machine of Day of a Luck and demand that someone more matt Jacques Clouseau, or Dreyfus will use the machine to put whole cities and countries out up to whole. With approximately 22 murderers all around of the globe in his tail, Clouseau decides to find alone Dreyfus and it put it back in the mental asylum.
